When doing backup/restore without pulp qpid will not start with sat-clone

Description

Sat-clone just started using foreman-maintain and when restoring without pulp the qpid files are not being restored which is causing an issue with qpid starting up during the clone process.

in sat-clone we test the following scenarios and all pass except without pulp

online backup
offline backup
offline without pulp

We can see here that qpid is backed up only when not skipping pulp:

Making a pr to move it to katello, since we need for the event queue
