Description

Non-admin users can't provision discovered hosts: "Failed to save: You do not have permission to edit this host"

- the role of the user has all permissions set
- the user has all locations and organizations assigned
- disabling locations and organizations in settings.yml did not help

When the admin flag for the user was set, everything worked fine (as expected).

This is reported in #2501 - although I accept the name doesn't make it easy to search for. I also mentioned the current admin requirement in the Discovery release notes.
