make routes files independent of the settings and return proper error message if locations or organizations have been disabled

Currently, locations/organizations routes don't exist if settings are disabled
if SETTINGS[:locations_enabled]
resources :locations
So, only message is that "route does not exist", where it would be better to say "locations are currently disabled and need to be enabled, etc"
