Description

While working on #28818 I created a Database request, that returns the latest tasks (by start-time) for a certain list of resource-ids.

Discussion in the PR (https://github.com/Katello/katello/pull/8562#discussion_r379009700) resulted in the intent to add this to foreman-tasks, because it is closely tied into foreman-tasks' DB-schema.
