Katello "Update All packages" button has different behavior depending on the page (uses katello-agent or not)

Description

Hi there,

I think I found a bug.
I configured my Katello to use the REX system by default.

When I go to the content host page, select one of the host then "Select Action => Manage packages => Update all packages"
This works fine, it starts a REX job an updates all the packages

However, when I click on the host in the content host page, then go to the "Package => Applicable" tab, and then press "Update All packages" It starts a tasks to use the katello-agent to update my host and ends with the following error : 

> RuntimeError: Host did not respond within 20 seconds. The task has been cancelled. Is katello-agent installed and goferd running on the Host?

TL DR: Bulk updates all packages works fine with REX by default, but on the host it always uses the katello agent

In Katello 4.0- the katello-agent will be removed so we'll be going through all pages to ensure they work with REX. Thanks for the report.
