Description

After:
1) creating many docker and file repos
2) deleting some docker repos + a file repo
3) running delete_orphaned_content
4) running pulp3_migration

Running pulp3_content_switchover causes the error in the subject. It looks like only docker tags had a nil migrated_pulp3_href, not and file units.
