Image Based Provisioning does not connect NIC on vSphere 6.7 U3

Description
When deploying a Windows VM from template, the new VM does not startup with a connected network interface, making it impossible to automatically install the VM because the "foreman_built" cannot be sent to Foreman.
The VMs .vmx-File explicitely has the parameter "ethernet0.startConnected = "FALSE" set.

Can be closed.
Issue occurs, when template is sysprepped and has IPv6 enabled. It makes VMware Guest Optimization fail
