Description

As a user, I want to understand why Subscription Status is 'Disabled' (tooltip)
Need message wording
As a user, I want to understand why Auto-Attach is 'Not applicable' (tooltip)
Need message wording
As a user, I want to know where I can learn more about my overall subscription usage
Add link to Subscription Watch regardless of SCA - need URL, message wording, and to decide on placement
