Actions::Katello::Host::UploadProfiles failing at upload_modules_to_pulp
Description
If `query_name_stream` is empty, then the call to `inject` will make it `nil`: https://github.com/Katello/katello/blob/master/app/lib/actions/katello/host/upload_profiles.rb#L41

Reproducer
1) Have a RHEL8/Centos8 client feeding off foreman/katello.
2) Do a dnf module list on the client and make sure no modules are enabled.
3) katello-package-upload -f
