On ubuntu 18.04 the package ruby-smart-proxy-salt can't be installed/updated, because due to its dependency ruby-smart-proxy-salt-core will also be installed and it contains the same file (/usr/lib/ruby/vendor_ruby/smart_proxy_salt_core/salt_runner.rb):
