Description

Description of problem: For Japanese locale, or after changing locale language to Japanese expand button not working.

Version-Release number of selected component (if applicable): Version 2.1.0-develop

How reproducible: Always

Steps to Reproduce:
1. Login to Foreman 2.1 instance with Japanese language.
2. Navigate to Monitor -> Report Templates
3. Click on any item under Name column of Report Templates table.
4. Switch to the Help tab.
5. Under Example section click on expand (>) icon.

Actual results: No expand button clickable on localized UI

Expected results: All the expand buttons should be clicked.

Additional info: This issue has been detected at 3 different area as well.
Please see attached screenshot and webm file for above issue.

Same issue has been observed at different page as well.
1. Navigate to Hosts -> Provisioning Templates, then click on any item under Name column, then switch to Help tab.
2. Navigate to Hosts -> Job Templates, then click on any item under Name column, then switch to Help tab.

Note: Those 2 issues are similar to attached screen shot.
