Description

Description of problem: Non-localized strings found at Notification section.

Version-Release number of selected component (if applicable): Version 2.1.0-develop

How reproducible: Always

Steps to Reproduce:
1. Login to Foreman 2.1 instance with Japanese language.
2. After any Job run, click bell icon which has red don on it.
3. Look for job status expanding available job.

Actual results: Non-localized string found in the status of job.

Expected results: All strings should be marked as translated or localized correctly.

Same issue has found in Foreman 3.1 RC-2 build. Please see attached screenshot from ja_JP locale.
Verifies in ja_JP fr_FR and zh_CN locale

Verify in Foreman 3.3 rc2 build,
Looks like Notification section is partially localized, date/time is still showing in en_US locale format.

String "No Notifications Available" is not marked also not localized.
This is issue is reproducible in Foreman 3.3 rc2 build

Verify in Foreman 3.4 rc1 build,
Looks like Notification section is partially localized, Notification heading and date/time format are still showing in en_US locale format.
