Description of problem:
Check for verifying syntax for ISP DHCP configurations should not be run if the satellite is configured with external DHCP such as Infoblox.

Version-Release number of selected component (if applicable):
satellite 6.7

How reproducible:
1) Configure satellite with external DHCP
2) Run foreman-maintain health check
