From some preliminary testing by @Grant Gainey, it looks like a Pulp 3 sync concurrency of 5-7 would be a good default: https://hackmd.io/@ggainey/pulp3_sync_concurrency

Pulp is aiming to change their default to one of these values, so we could just not set the value at all on the remote as a default.
