Allow Ubuntu 18.04 to netboot with a VLAN tag

Description
Currently, Ubuntu 18.04 cannot be netbooted on a network that requires a VLAN tag.
In datacenter environments, VLANs are common and we should support this sort of configuration.
I will add code to make this possible.
