Enable passenger by default and backport rules

Description
We are having some issues with Puma (e.g. SSO not working) so it should be smooth experience to switch from/to Passsenger for users. Let's make the SELinux rules enabled by default and backport all the changes which happened after Puma migration so everything works fine until Puma is stable enough.
