Make it possible to use 'sync stream' for content files.

Description
It should be possible to 'sync' openscap content files from a defined source, such as https://www.redhat.com/security/data/oval/
The following actions are expected for a 'sync stream':- list: list all files available in a remote stream
- check: check which content files in foreman are outdated when compared to files in a stream. Each file in foreman should be aware which stream it came from - file should not be checked against a stream it did not come from
- sync: update the specified files with the new versions from the stream
