Right now, if I want to edit report templates, I need to go to "monitor"→"reports", while all other templates (provisioning, job, partition) are under "hosts"→"templates".

I think all template kinds should be editable from the same place. As reports can included non-host things, how about moving all to "configure"→"templates"?
