Description
ImportMigration should be cancelled when a Pulp 3 migration task needs to be cancelled.

Since this relates to migration task cancelling, we need to determine the priority level and whether or not it should be on 3.18.

This should stay on 3.18 because it doesn't make sense to have once Pulp 2 is gone.
