A user reported the following error:
Could not prefetch yumrepo provider ‘inifile’: Section “pulp” is already defined, cannot redefine (file: /etc/yum.repos.d/pulp.repo) Failed to apply catalog: Section “pulp” is already defined, cannot redefine (file: /etc/yum.repos.d/pulp.repo)
Deleting /etc/yum.repos.d/pulp.repo and re-running the installer reportedly fixed the issue.

I thought that by default we didn't manage repositories. This may be set via hiera.
