Description of problem: Non-localized strings present on different pages of Content menu.

Version-Release number of selected component (if applicable): Version 2.3.0 RC-1

How reproducible: Always

#1-Steps to Reproduce:
1. Login to Foreman 2.3 instance with Japanese/Chinese language.
2. Navigate to Content -> Content Credentials page.
3. Click on Create content credentials.

Actual results: String is not marked as translatable string.

Expected results: Strings should be localized correctly.

Additional info: Same issue can be seen at another sub menu link.
#2-Steps to Reproduce at Content - Lifecycle Environments
Navigate to Content -> Lifecycle Environments, click on "Run Job" button, look for the command section and click on information (i) icon.

#3-Steps to Reproduce at Content - Activation Keys
Navigate to Content -> Activation Keys , look for all column headings from table.
