With pulp3:
1) Add a yum repo to a content view
2) publish the CV with no filters
3) remove the CVV from LIbrary
4) delete the CVV entirely
5) try to sync

Chris, did you mean to create this duplicate? The original is targeted for 3.16.2 so it should be included in 3.17.1 assuming the release config is correct

- Target version changed from Katello 3.17.1 to Katello Recycle Bin
I was thinking along the lines of bugzilla process, I will close these duplicates out since they will mess with how toolbelt reports.
