Proposal:

Deprecate the /upstream_subscriptions/simple_content_access APIs for toggling
New APIs /katello/api/v2/simple_content_access/<enable/disable>
New APIs use same dynflow actions as deprecated APIs
Should not break upstream_subscriptions/simple_content_access APIs
