react forms create toast notifications with unclear error description

Description
How to reproduce:
1. Go to Settings/ Bookmarks
2. Submit a form with validation issue
(i.e `entries_per_page` setting with a string, a new bookmark with an existing name)
3. a toast notification shows with uninformative error: "Oh no! Something went wrong while submitting the form, the server returned the following error: Error"
