Exceptions in hooks "hang" and crash after a long time

Description
When an exception happens in a hook, it appears to hang and after a long time it crashes. I recall that it was with an out of memory error or some other maximum stack depth. This makes me think that the exception handler also ends up invoking an exception handler.
This recently showed up in #32011 but I've seen it happen before that as well.
