It seems the hashes in the release file for xenial have been removed:

Foreman 2.0 dropped Ubuntu Xenial support. This is probably a result of archiving old deb releases which included all releases that supported Ubuntu Xenial. See https://community.theforeman.org/t/archiving-old-debian-ubuntu-releases/22660 for details.
