Rubocop fails no unknown rules for enhanced CI task on Jenkins

foreman_remote_execution has a customized testing and uses GH actions as CI instead of Jenkins, where `bundle exec rubocop` is executed. foreman_remote_execution:rubocop rake task is no longer used and currently fails on unrecognized cop rules in .rubocop_todo.yml.
Rex also continues to enhance rake tasks executed on Jenkins with rubocop and test tasks, so if rex happens to be in bundle while other plugins test their prs on Jenkins, tests and rubocop runs for rex as well via rake task and fail.
Possible solutions:
1) make the rake task work again
2) no longer enhance Jenkins CI tasks
