Add a possibility to fire a webhook for testing purposes

Description

This may be very tricky because we don't know, how to render the payload however it would be great if I could test the webhook. I'd imagine on the webhooks list I'd see action "Test" which would ask me for the custom payload (perhaps with the prefilled content based on the template. I could modify that payload and confirm. Foreman would then perform the webhook request.

When I'm setting up the webhook for e.g. host creation, I don't want to provision a host in order to test and debug my webhook.
