Improve deb repo form regarding simple vs. structured publishing

Description

When creating a deb repo, there could be an option to specify whether to use simple and/or structured publishing.

(In addition I plan to add the ability to specify an instance wide default behavior within pulp_deb).

In addition the UI should provide hints what simple vs. structured publishing is, and warn users that packages manually uploaded to a repository will only appear in simple publications.

(If we are already tweaking UI hints, it might be worth also clarifying the terms "Release" vs. "distribution").

Also: While pulp2_deb expected comma separated string lists for most input fields, pulp3_deb expects space separated string lists. This warrants at least some kind of hint!

I think we should close this, with the work on transitioning Katello to structured APT only this issue becomes obsolete.
