ignore 404/missing id on activation key delete

Description
This user had an issue with their activation key copy, where tomcat timed out. This put katello in a bad state and he could not delete the activation key.
We should probably ignore 404s when trying to delete the activation key: https://community.theforeman.org/t/copy-activation-key-failure/23729/3
