[ja_JP/zh_CN/fr_FR] Monitor - Report templates, string is not marked as translatable string.
Description
Description of problem: String is not marked for translation.
Version-Release number of selected component (if applicable): Version 2.5.0 RC2
How reproducible: Always
Steps to Reproduce:
1. Login to Foreman 2.5 instance with French/Japanese/Chinese language.
2. Navigate to Monitor - Report templates page.
3. Click on any item under Name column in the table.
4. Under Template tab, look for "Description" field text box
Actual results: String is not marked on the page.
Expected results: String should be marked as translatable string.

String "This template has a special meaning and should not be renamed." is not marked.
