Navigation doesn't display Host Wizard (within Lab Features) without admin rights

Original issue that was found in katello repo found here: https://projects.theforeman.org/issues/32138

Without admin rights, when clicking on Lab Features in navigation, I don't see Host_wizard as a navigation item.
I should be able to access Lab features - Host Wizard page with basic user rights.
