Separate advanced parameters

Description
We should improve the doc parser so it knows to which block does the parameter belong. Also we should add conditions for displaying/hiding parameters. Both of these should be then respected in wizard and --help
Proposed RDOC format:
# ==== MySQL condition: $db_type == 'mysql'
# $mysql_user:: User of MySQL
or you could set a condition at a parameter itself
# === Advanced parameters:
# $mysql_user:: User of MySQL
# condition: $db_type == 'mysql'
