Right now, if you add a new environment, for example, but don't delete or update any existing environments you'll still get a header for delete and update. Only sections with changes in them should get displayed. Here's an example of what it looks like now:

Import complete

"New environments" and "updated environments" wouldn't get displayed after this change is implemented.
