Content - Errata - Add toggle group for All (applicable) errata
Description
- The Errata subtab currently shows only installable errata for the host
- Need to add toggle group with options for All / Installable
- The "All" option is what was previously known as "Applicable" errata
- Add tooltip in the Installable column so the user can understand why it's "No"
- Action menu items (apply etc.) should be disabled for applicable (but not installable) errata
