Description

Currently, we have to fetch the list of repo hrefs from Pulp in order to clean all repositories on that smart proxy: https://github.com/Katello/katello/pull/9811/files#diff-53cb82ee1c0c53fa373bb5f981daf09e9d6ff706f1025ee6ccf51ada39e50099R7

This is blocked on Pulp since the list of repo hrefs is required. Issue: https://pulp.plan.io/issues/9603
