Description

Description of problem: The string 'filter' inside switcher button search box is not marked for translation.

Version-Release number of selected component (if applicable): Version 3.1.0 RC-2

How reproducible: Always

Steps to Reproduce:
1. Login to Foreman 3.1.0 instance with French/Japanese/Chinese language.
2. Navigate to Monitor - Report Templates.
3. Click on any item present under Name column, and look for button which has right-left arrow then click on it

Actual results: string 'filter' inside search box is not marked

Expected results: String should be marked for translation.

Additional info: Please see attached screenshot.

Same issue is being seen at different locations as well
1. Configure - Hosts Groups, click on any item present under name column.
2. Configure - Global Parameter, click on any item present under name column.
