How reproducible: Always

Steps to Reproduce:
1. Login to Foreman 3.1.0 instance with French/Japanese/Chinese language.
2. Navigate to Monitor - Report Templates.
3. Click on any item present under Name column, and look for button which has right-left arrow then click on it

Actual results: string 'filter' inside search box is not marked

Expected results: String should be marked for translation.
