Description
Description of problem: Strings on login page are not localized
Version-Release number of selected component (if applicable): Version 3.1.0 RC-2
How reproducible: Always
Steps to Reproduce:
1. Load Login page of Foreman 3.1.0 instance in French/Japanese/Chinese language.
2. Or Logout existing session of Foreman 3.1.0 instance.
Actual results: Strings are not localized instead of successful logout message.
Expected results: String should be marked for translation.

Issue is not reproducing, verify on Foreman 3.3 rc2 build with browser language Chinese (Simplified)
