There is a default download policy for yum content and it should also be available for deb content, not that deb content is allowed to have a download policy.

As part of this has been fixed by https://github.com/Katello/katello/commit/d4f2976f4d28e574d291dcbb793afa02b7b8a363 in the meantime, this issue boils down to setting a default download policy for all deb repos that do not have a download policy.
