Description

The disconnected setting should not allow you to go to CDN and fetch available repository sets. Since one does not have access to available repositories we can't really enable anything via this page

Suggested workflow

1) Hide the RH Repositories page if you have disconnected setting
2) Update repository sets api to no provide available repository sets if disconnected
