Uploaded Rpm(s) replaces Rpm(s) currently in repository

Description
To reproduce:
1. Upload "rpm A" to repository.
2. Upload "rpm B" to same repository.
3. You can see in the UI, "rpm A" has replaced "rpm B", even though both packages should be in the repository.
You could also sync a repository and then upload a package to it to see all the Rpms be removed/replaced.
If the repository has other content units like errata, those would not be replaced.
