[ja_JP/zh_CN/fr_FR] Tool-tip-text on Date & Time format is not marked
Description
Description of problem: Tool-tip-text string on date & time is not marked for translations.
Version-Release number of selected component (if applicable): Version 3.2.0
How reproducible: Always
Steps to Reproduce:
1. Login to Foreman 3.2.0 instance with Chinese language.
2. Navigate to location given below and look for the pagination menu of table
Actual results: Tool-tip-text strings are not marked correctly
Expected results: Tool-tip-text strings should marked correctly.

Navigations to follow,
1. Navigate to Hosts - All Hosts, Click on any host available in table, then under cart 'Recent Audits' hover on the values (refer screenshot)
2. Navigate to Infrastructure - Smart Proxies, Click on host name present under Name column, Switch to tab 'Logs', hover on the values present under Time column.

This issue has been seen in both the navigation of Foreman 3.3 rc2 build.
