For some kind of historical reason, katello-change-hostname currently lives in the foreman-packaging repository at https://github.com/theforeman/foreman-packaging/blob/rpm/develop/packages/katello/katello/hostname-change.rb and https://github.com/theforeman/foreman-packaging/blob/rpm/develop/packages/katello/katello/katello-change-hostname

If those reasons no longer apply, a better fit would be moving it to the foreman-installer repository.

The benefit would be that the script could then be updated in devel branch without requiring an immediate bump to the katello release.
