Description

Description of problem:
Katello 4.4.1 (foreman 3.2.1) fails to install on el8 because of a jinja3 3.0 dependency. This isn't even available in centos8 stream.

Steps to reproduce:
run "foreman-installer --scenario katello --foreman-initial-organization org --foreman-initial-location loc --foreman-initial-admin-username admin --foreman-initial-admin-password password"

Actual results:
Installer fails: several pulpcore-manager steps returned 1 instead of one of [0] - see attached log

Expected results:
Installer runs successfully.

Additional info:
It has been tested on Rocky Linux 8.6, fully updated on 20220609.
Output of the install command, and an relevant extract of the /var/log/foreman-installer/katello.log can be found attached.
The exact same install procedure was working on a fully updated Rocky Linux on 20220331 with foreman 3.2.0 and katello 4.4.0.

I've tested this again on a blank updated system, and it works.

It looks like jinja2 got installed out of appstream instead of pulpcore, appstream repo had a higher priority.
