Specifying tags for running ansible roles does not work

Description
When I set tag e.g. "now" and have few tasks in my roles tagged with it, the run always only contains two tasks - gathering facts and apply roles. The second does not do anything though. I'm not sure whether it's caused by the way we import/include roles, but it's quite useless then.
