Ansible run failing with syntax error, e.g. the module is not found (missing collection) it still returns 0 exit code

Description

I used the authorized_key task with ansible 2.12, it's no longer built in. I didn't have the ansible.posix collection installed. Also I didn't prefix that task with the ansible.posix namespace. The ansible run failed with syntax error but the exit code was still 0, meaning the job looked like succeeded.
