Autoindexing on /pub is broken because apache mod_autoindex is not loaded

Description

On content proxies we have (by default) /pub as a browsable directory, though it can be disabled by passing a different pub dir option. If it is browsable, mod_autoindex must be loaded. In #34590 we disabled the default mods in the installer so puppet-foreman_proxy_content should load it explicitly.
