Description

When using a salt user different from root, an error is thrown because the file permission for /etc/salt/master.d/foreman.conf is restricted for others.
Therefore, the file permission should be set to readable for others.

Fixes #35396 - allow non-root user to read Salt master config file

Add group parameter and use it for Salt master config file. The
corresponding Salt user must be part of that group (e.g. foreman-proxy)
