Repository Sets toggle group does not show when there are no available reposets

Description

In the new host details UI, the view defaults to showing only those available in the host's environment. But if there are none, there is no way to switch the view back to showing all repository sets. The toggle group ("Show all / Limit to environment") should be shown in this situation.
